Chapter One<\/strong><\/span><\/h3>\n

Definitions and General Provisions<\/strong><\/p>\n

Article (1): Definitions<\/strong>
The following terms, wherever mentioned in this regulation, shall have the meanings assigned to them below:<\/p>\n

    \n
  1. Group: Sawa Group.<\/li>\n
  2. Award: Sawa Award for Pharmaceutical Research.<\/li>\n
  3. Chair of the Board of Trustees: The head of the award appointed by Sawa Group.<\/li>\n
  4. Board of Trustees: An independent scientific body in its decisions, formed through nomination by the Society and approved by Sawa Group.<\/li>\n
  5. Review Committees: Specialized scientific committees responsible for evaluating submitted research, formed in each cycle.<\/li>\n
  6. Society: Iraqi Society for Pharmaceutical Sciences.<\/li>\n
  7. Applicant: The Iraqi pharmacist applying for the award.<\/li>\n
  8. Cycle: The annual period of the award, lasting one year.<\/li>\n<\/ol>\n

    Article (2): Award Vision<\/strong>
    The Sawa Award for Pharmaceutical Research aims to be a leading independent national platform supporting pharmaceutical scientific research, empowering Iraqi pharmacists inside and outside Iraq, and contributing to the advancement of the healthcare system in line with international standards.<\/p>\n

    Article (3): Award Objectives<\/strong><\/p>\n

      \n
    1. Enhance the quality of pharmaceutical research in Iraq in accordance with international standards.<\/li>\n
    2. Encourage pharmacists to publish in reputable scientific journals.<\/li>\n
    3. Support research with direct scientific and healthcare impact.<\/li>\n
    4. Promote a culture of innovation and applied pharmaceutical research.<\/li>\n
    5. Contribute to building a generation of leading Iraqi pharmacist researchers.<\/li>\n
    6. Strengthen the link between academic knowledge and practical application.<\/li>\n<\/ol>\n

      Article (4): Covered Specializations<\/strong>
      The award includes the following pharmaceutical fields:
      \u2022 Pharmacology and Toxicology
      \u2022 Clinical Pharmacy
      \u2022 Industrial Pharmacy and Pharmaceutical Technology
      \u2022 Pharmaceutical Chemistry
      \u2022 Pharmacognosy and Medicinal Plants
      \u2022 Applied Pharmaceutical Research and Clinical Laboratory Sciences relevant to Iraq\u2019s needs<\/p>\n

      Chapter Two<\/strong><\/span><\/h3>\n

      Organizational Structure of the Award<\/strong><\/p>\n

      Article (5): Organizational Structure<\/strong>
      The organizational structure consists of:<\/p>\n

        \n
      1. Chair of the Board of Trustees<\/li>\n
      2. Board of Trustees<\/li>\n
      3. The Society<\/li>\n
      4. Scientific Review Committees<\/li>\n<\/ol>\n

        Article (6): Hierarchy<\/strong>
        The hierarchical structure of the award is as follows: The Chair of the Board of Trustees is at the top, followed by the Board of Trustees as an independent supervisory and administrative body. The Society operates as an administrative, organizational, scientific, and executive body under the supervision of the Board of Trustees. It is responsible for forming review committees and submitting them to the Board for approval.<\/p>\n

        Chapter Three<\/strong><\/span><\/h3>\n

        Chair of the Board of Trustees<\/strong><\/p>\n

        Article (7): Appointment of the Chair<\/strong><\/p>\n

          \n
        1. The Chair of the Board of Trustees shall be appointed by a decision of the Group\u2019s Board of Directors.<\/li>\n
        2. The term of office is two years, renewable once. It ends upon expiration, non-renewal, or resignation.<\/li>\n
        3. The Chair must have experience in pharmaceutical, research, and administrative fields.<\/li>\n<\/ol>\n

          Article (8): Powers of the Chair<\/strong><\/p>\n

            \n
          1. General supervision of all award activities.<\/li>\n
          2. Approval of general policies and strategic plans.<\/li>\n
          3. Approval of final results of award winners.<\/li>\n
          4. Approval of the annual budget.<\/li>\n
          5. Coordination with the Society.<\/li>\n
          6. Representation of the award in official and international forums.<\/li>\n
          7. Ratification of Board decisions on appeals.<\/li>\n
          8. Ratification of decisions to withdraw or withhold the award.<\/li>\n
          9. Approval of international partnership agreements.<\/li>\n<\/ol>\n
            \n

            Chapter Four<\/strong><\/span><\/h3>\n

            Board of Trustees<\/strong><\/p>\n

            Article (9): Formation and Decision-Making<\/strong><\/p>\n

              \n
            1. The Board consists of five members including a Chair.<\/li>\n
            2. Members must be independent scholars and academics with integrity and impartiality.<\/li>\n
            3. Members are nominated by the Society and approved by the Group.<\/li>\n
            4. Term: two years, renewable once.<\/li>\n
            5. Quorum: minimum three members including the Chair.<\/li>\n
            6. Meetings: every 60 days or upon request.<\/li>\n
            7. Members cannot apply for the award.<\/li>\n
            8. Decisions are made by majority; the Chair has the casting vote.<\/li>\n<\/ol>\n

              Article (10): Responsibilities<\/strong><\/p>\n

              1. Setting policies and scientific objectives.<\/li>\n
              2. Approving nomination and evaluation criteria.<\/li>\n
              3. Approving review committee members.<\/li>\n
              4. Ratifying committee recommendations.<\/li>\n
              5. Ensuring fairness of evaluation.<\/li>\n
              6. Reviewing appeals.<\/li>\n
              7. Withdrawing or withholding the award when necessary.<\/li>\n<\/ol>\n

                Chapter Five<\/strong><\/span><\/h3>\n

                Scientific Review Committees<\/strong><\/p>\n

                Article (11): Formation<\/strong><\/p>\n

                1. Formed by the Society and submitted to the Board.<\/li>\n
                2. Members must be independent academic experts.<\/li>\n
                3. No conflict of interest is allowed.<\/li>\n
                4. Appointed upon Society proposal and Board approval.<\/li>\n
                5. No committee may be formed outside the Society.<\/li>\n<\/ol>\n

                  Article (12): Evaluation Criteria<\/strong>
                  Criteria are set in a separate guideline approved and updated by the Board.<\/p>\n

                  Article (13): Duties and Responsibilities<\/strong><\/p>\n

                  1. Nomination of Board members.<\/li>\n
                  2. Formation of scientific committees.<\/li>\n
                  3. Receiving and organizing applications.<\/li>\n
                  4. Coordination with applicants and reviewers.<\/li>\n
                  5. Preparing documents and reports.<\/li>\n
                  6. Managing the website and social media platforms.<\/li>\n
                  7. Archiving and documentation.<\/li>\n
                  8. Implementing Board decisions.<\/li>\n
                  9. Daily management of award affairs.<\/li>\n
                  10. Preparing periodic and annual reports.<\/li>\n<\/ol>\n

                    Chapter Seven<\/strong><\/span><\/h3>\n

                    Nomination and Application Mechanism<\/strong><\/p>\n

                    Article (14): Eligibility Criteria<\/strong><\/p>\n

                      \n
                    1. Must be an Iraqi pharmacist.<\/li>\n
                    2. Research must be published in a peer-reviewed journal.<\/li>\n
                    3. Published within the last two years.<\/li>\n
                    4. Applicant must be first, second, or corresponding author.<\/li>\n<\/ol>\n

                      Article (15): Application Process<\/strong><\/p>\n

                      1. Submission is electronic via the official website.<\/li>\n
                      2. Required documents: research copy, proof of publication, CV, proof of Iraqi citizenship.<\/li>\n
                      3. Application period announced annually.<\/li>\n<\/ol>\n

                        Article (16): Withdrawal<\/strong><\/p>\n

                        1. Applicants may withdraw before results announcement.<\/li>\n
                        2. Withdrawal must be submitted in writing to the Board.<\/li>\n<\/ol>\n

                          Chapter Eight<\/strong><\/span><\/h3>\n

                          Review and Evaluation Mechanism<\/strong><\/p>\n

                          Article (17): Review Stages<\/strong><\/p>\n

                          1. Initial screening.<\/li>\n
                          2. Scientific review.<\/li>\n
                          3. Final review.<\/li>\n
                          4. Approval by the Board.<\/li>\n<\/ol>\n

                            Article (18): Confidentiality<\/strong><\/p>\n

                            1. All data is confidential.<\/li>\n
                            2. Reviewers\u2019 identities are not disclosed.<\/li>\n
                            3. Disclosure by reviewers is prohibited.<\/li>\n<\/ol>\n

                              Article (19): Conflict of Interest<\/strong><\/p>\n

                              1. Reviewers must not evaluate conflicted research.<\/li>\n
                              2. Conflicts must be disclosed immediately.<\/li>\n<\/ol>\n
                                \n

                                Chapter Nine<\/strong><\/span><\/h3>\n

                                Article (20): Results Announcement<\/strong><\/p>\n

                                1. Results announced after Chair approval.<\/li>\n
                                2. Winners notified officially.<\/li>\n

                                  Article (21): Award Ceremony<\/strong><\/p>\n

                                  1. Annual ceremony is held.<\/li>\n
                                  2. Includes financial prizes, certificates, and shields.<\/li>\n<\/ol>\n

                                    Article (22): Financial Awards<\/strong><\/p>\n

                                    1. Minimum $25,000 per category.<\/li>\n
                                    2. Paid within 30 days.<\/li>\n<\/ol>\n

                                      Chapter Ten<\/strong><\/span><\/h3>\n

                                      Funded by Sawa Group annual budget.<\/p>\n

                                      Article (24): Budget<\/strong><\/p>\n

                                      1. Prepared by the Board.<\/li>\n
                                      2. Approved by the Group.<\/li>\n
                                      3. Covers all expenses and rewards.<\/li>\n<\/ol>\n

                                        Article (25): Financial Oversight<\/strong><\/p>\n

                                        1. Internal auditing applies.<\/li>\n
                                        2. Annual financial report prepared.<\/li>\n
                                        3. Records are maintained.<\/li>\n
                                        4. External auditor may be appointed.<\/li>\n<\/ol>\n
                                          \n

                                          Chapter Eleven<\/strong><\/span><\/h3>\n

                                          Final Provisions<\/strong><\/p>\n

                                          Article (26): Conflict of Interest<\/strong>
                                          Board or committee members may not apply during membership or for one year after.<\/p>\n

                                          Article (27): Appeals<\/strong><\/p>\n

                                          1. Appeals within 15 days.<\/li>\n
                                          2. Submitted with justification.<\/li>\n
                                          3. Decided within 30 days.<\/li>\n
                                          4. Decision is final.<\/li>\n<\/ol>\n

                                            Article (28): Amendments<\/strong><\/p>\n

                                            1. May be proposed by Board or Group.<\/li>\n
                                            2. Approved by the Group.<\/li>\n
                                            3. Effective upon approval.<\/li>\n<\/ol>\n

                                              Article (29): Entry into Force<\/strong><\/p>\n
